Affordable rental housing projects receiving financing from the Hawaii Housing Finance and Development Corporation after July 1, 2026, must allow residents to own common household pets in their dwelling units

Monthly pet fees are prohibited, though landlords may collect refundable security deposits for pet-related damages in accordance with existing law

"Reasonable conditions" landlords may impose include leash requirements, proof of vaccination, liability insurance, limits on number of animals based on unit size, and prohibition of designated dangerous dogs

Breed-specific bans and weight-based restrictions are explicitly prohibited as conditions for pet ownership

The bill does not affect accommodations for assistance animals, service animals, or emotional support animals under federal or state disability law
