Allows impasses and disputes over State and county contribution amounts to the Hawaii Employer-Union Health Benefits Trust Fund (EUTF) to be resolved through arbitration, removing the previous prohibition on using arbitration for these issues

Repeals the prohibition against strikes by bargaining unit members on the issue of State and county contribution amounts to the EUTF

Eliminates the requirement for parties to submit separate contribution recommendations to the legislature if they cannot reach agreement within 10 working days after an arbitration panel decision

Makes arbitration panel decisions on EUTF contributions final and binding, the same as other collective bargaining provisions

Takes effect upon approval
