Amends Section 166-11 of Hawaii Revised Statutes to allow the Department of Agriculture and Biosecurity to extend agricultural park leases with 15 years or less remaining for an additional 30 years statewide, rather than only in counties with populations under 500,000.

Maintains the existing requirement that lease extensions only apply to parcels of 25 acres or less.

Removes the population-based county restriction that previously limited lease extension eligibility to less populous counties, expanding access to Oahu and other high-population areas.

Effective date is set for July 1, 3000 (placeholder date indicating the legislature intends to amend this before final passage).
