Allows the Department of Health to annually transfer funds from the water pollution control revolving fund to capitalize the cesspool conversion financing program through a memorandum of agreement.

Appropriates unspecified general revenue amounts to the fund and authorizes hiring one full-time program management position for fiscal year 2026-2027.

Supports Hawaii's existing mandate requiring all cesspools to be upgraded, converted, or connected to sewerage systems by January 1, 2050.
