Adds the Public Utilities Commission as a partner agency alongside the Department of Transportation, Office of Planning and Sustainable Development, and Hawaii State Energy Office for developing zero-emissions transportation plans

Requires coordinated planning to ensure electric charging capacity growth exceeds both the rate of projected electric vehicle sales replacing internal combustion vehicles and other electric transportation charging needs

Grants rulemaking authority to the Department of Transportation, Hawaii State Energy Office, and Public Utilities Commission to implement zero-emissions transportation goals

Effective date set for July 1, 3000, with provisions to preserve EV charging exemptions when related coastal management statutes are reenacted on July 1, 2028
