Establishes a five-member executive committee to lead the Hawaii Climate Change Mitigation and Adaptation Commission, replacing the previous co-chair structure with the board of land and natural resources and office of planning.

Sets statewide greenhouse gas emission reduction targets: at least 50% below 2005 levels by December 31, 2030, and net-zero emissions by December 31, 2045.

Requires each member agency of the commission to implement its own climate mitigation and adaptation actions, submit comprehensive implementation reviews starting in 2028 (and every five years thereafter), and report annually on actions taken toward clean economy targets.

Adds twelve new definitions to state law including "anthropogenic greenhouse gas emissions," "carbon sink," "emission leakage," and "net greenhouse gas emission" to clarify climate policy terminology.

Authorizes the commission to enter into procurement contracts for goods and services to advance climate change mitigation and adaptation, and requires state agency plans and procurement decisions to consider their impact on achieving emission targets starting January 1, 2027.
