Requires residential solar energy purchase, lease, and power purchase agreements to include a standardized cover page displaying the right to rescind within 3 business days, total system price, estimated energy production and savings, payment terms, warranty information, and installing contractor's license number.

Mandates that any person or entity marketing, selling, leasing, or soliciting residential solar devices or power purchase agreements must comply with consumer protection laws under Hawaii Revised Statutes chapters 481B and 444.

Prohibits unlicensed persons or entities from representing they can install solar devices, entering installation contracts, or engaging in marketing/customer acquisition without contractual affiliation with a licensed contractor whose name and license number must appear on all materials.

Grants purchasers, lessees, and host customers the right to rescind or cancel agreements without penalty by providing written or email notice by 11:59 p.m. on the third business day after signing.

Specifies that agreements executed in violation of these requirements are voidable by the purchaser, lessee, or host customer, with an effective date of July 1, 3000.
