Authorizes health care providers to dispense nonprescription, over-the-counter, or nonlegend drugs to injured workers' compensation patients when clinically necessary for treatment of the compensable injury.

Caps reimbursement charges for these drugs at the prevailing retail price available at major pharmacy chains in Hawaii, addressing concerns about inflated billing practices.

Preserves providers' ability to recommend or advise injured employees to obtain over-the-counter drugs as part of medically appropriate treatment without restriction.

Amends Chapter 386 of Hawaii Revised Statutes (Workers' Compensation Law) by adding a new section to Part I.
