Amends Section 89-5 of the Hawaii Revised Statutes to explicitly authorize the Hawaii Labor Relations Board to enforce its own orders when handling complaints of prohibited practices by employers, employees, and employee organizations

Clarifies that the Board's self-enforcement authority is in addition to its existing discretion to seek judicial enforcement of orders through the circuit court under Section 377-9(e)

Effective date set for July 1, 3000 (placeholder date indicating legislative intent to negotiate actual implementation timing)
