Repeals the requirement for environmental assessments under Hawaii Revised Statutes Section 343-5 for all proposed development actions within the Waikiki Special District on Oahu

Justification cites that the City and County of Honolulu already has existing ordinances and permitting requirements for development in special districts including Waikiki, making environmental assessments redundant

Amends Section 343-5(a) by striking subsection (5), which currently requires environmental assessments for any use within the Waikiki area as delineated in the Waikiki Special District land use ordinance

Renumbers remaining subsections (6) through (9) as (5) through (8) following the removal of the Waikiki provision

Effective date set for July 1, 3000 (placeholder date indicating the effective date is yet to be determined)
