Amends Hawaii's "Sharkey's Law" (Section 46-11.7, Hawaii Revised Statutes) to exempt agricultural infrastructure and low-risk green stormwater infrastructure from retention and detention pond safety regulations.

Defines "agricultural infrastructure" as ponds, basins, or reservoirs primarily used for irrigation, livestock watering, aquaculture, or fire protection on agricultural land, even if they incidentally receive stormwater runoff.

Defines "low-risk green stormwater infrastructure" as systems like rain gardens, bioretention cells, infiltration trenches, and vegetated swales that drain within 48 hours and have maximum ponding depths of 12-18 inches depending on slope ratio.

Maintains existing exemptions for retention and detention ponds on golf courses, hotels, resorts, and other secured recreational areas with documented security measures.

Takes effect July 1, 3000 (placeholder date indicating the effective date is to be determined).
