Attorney General must establish a confidential process allowing individuals to anonymously file complaints against any public employee in Hawaii.

Complainants must provide their full legal name and contact information to the Attorney General, who will redact identifying information before forwarding complaints to the appropriate department.

The Attorney General serves as an intermediary between complainants and departments to protect complainant anonymity during any necessary communications.

Departments receiving complaints must process them through standard procedures and report back to the Attorney General on findings, investigations, and any disciplinary or remedial actions taken.

Attorney General must submit annual reports to the legislature at least 20 days before each regular session detailing the number of complaints received and their dispositions; effective date is July 1, 3000.
