State departments, divisions, and agencies may elect to assume hiring and recruitment functions from the Department of Human Resources Development (DHRD) for vacant civil service positions within their organization

Assumed functions include composing position descriptions, accepting applications, completing minimum qualification reviews, conducting interviews, and directly hiring qualified applicants

Agencies electing to assume these functions must provide written notice to DHRD and perform all activities in compliance with DHRD policies, standards, and procedures

The Department of Human Resources Development is required to adopt administrative rules to implement this decentralized hiring authority

Repeals existing Section 76-22.6, which previously allowed agencies only to conduct minimum qualification reviews (not full hiring authority), replacing it with broader recruitment and hiring powers
