Amends Hawaii's collective bargaining law (Section 89-9) to modify the negotiation procedures for repricing employee classes within public sector bargaining units.

Reduces the timeframe for reaching a repricing agreement from 150 days to 90 days after the exclusive representative's written request, or by January 31 of the year the agreement expires, whichever is earlier.

Establishes a new impasse procedure allowing the exclusive representative to submit disputes to final and binding arbitration by a single arbitrator, with hearings to commence within 90 days of appointment and decisions issued within 30 days after the hearing concludes.

Removes the existing impasse procedure under Section 89-11 for repricing disputes and creates a standalone arbitration process specific to repricing negotiations.

Takes effect July 1, 3000 (placeholder date), and sunsets on June 30, 2029, with provisions reverting to their June 30, 2024 form upon repeal.
