Adds vehicle mileage to the definition of "approved travel costs," alongside transportation, registration fees, per diem allowances, and other necessary travel expenses.

Requires employees to seek vendor refunds for canceled travel; if no refund or only partial refund is available, the employee is entitled to reimbursement from the State or county for unreimbursed amounts.

Prohibits adverse employment actions against employees who decline to personally front travel costs for later reimbursement.
