Requires the State or county to reimburse public officers and employees for work-related travel costs within 30 calendar days after submitting an approved statement of completed travel with detailed expenditures and receipts.

Mandates payment of interest (at the rate set by the comptroller) on unreimbursed travel costs if the 30-day deadline is not met, continuing until the full amount is repaid.

Adds vehicle mileage to the definition of "approved travel costs," alongside transportation, registration fees, and per diem allowances.

Requires employees whose approved travel is canceled to first seek refunds from vendors; if no refund or only partial refund is available, the State or county must reimburse the remaining approved costs.

Takes effect January 1, 2077.
