Removes the prohibition on using arbitration to resolve disputes between the State/counties and public employee unions over contribution amounts to the Hawaii Employer-Union Health Benefits Trust Fund (EUTF).

Repeals the ban on strikes by public sector bargaining unit members related to disagreements over State and county EUTF contribution amounts.

Eliminates the existing process requiring parties to submit competing contribution recommendations to the legislature when they cannot reach agreement within ten working days after an arbitration panel decision.

Makes the arbitration panel's decision final and binding on all provisions, including EUTF contribution amounts, without requiring separate legislative action to establish contributions.
