Lowers the age at which applicants can obtain a Hawaii state civil identification card without a parent or guardian signature from eighteen years old to sixteen years old

Amends Section 286-303 of the Hawaii Revised Statutes regarding civil identification card applications

Maintains all other existing application requirements, including name, address, citizenship status, date of birth, physical description, fingerprints, social security number, and photograph

Preserves the provision allowing applicants to self-certify their gender designation without additional documentation

Effective date set for July 1, 3000 (placeholder date)
