Authorizes licensed dental hygienists to place interim therapeutic restorations (a provisional cavity treatment using hand instruments and adhesive materials) in public health settings under the general supervision of a licensed dentist.

Requires dental hygienists to complete a minimum of 10 hours of training, including 4 hours didactic, 2 hours laboratory, and 4 hours clinical training with at least 3 patient restorations, plus annual calibration by the supervising dentist.

Addresses Hawaii's poor oral health outcomes, noting 71% of third-grade children experience tooth decay and that the state received an "F" grade from PEW Charitable Trusts for oral health prevention efforts in both 2013 and 2015.

Defines public health settings as schools, hospitals, nursing homes, community centers, public housing, nonprofit clinics, and state or county facilities where these services may be performed.

Effective date set for July 1, 3000 (placeholder date pending amendment).
