Condominium association boards may authorize electronic meetings, electronic voting at in-person and electronic meetings, and electronic or mail voting without meetings at their sole discretion under specified circumstances.

Electronic meetings and voting are permitted during declared states of emergency, when approved by special rule of order at an association meeting, or by written consent of a majority of unit owners.

Proxies may only be used for voting at meetings and are explicitly prohibited for any voting conducted without a meeting.

Meeting notices for electronic meetings must include information on how to attend remotely instead of a physical location, along with agenda items and rationale for proposed amendments.

The bill takes effect July 1, 3000, and amends Hawaii Revised Statutes sections 514B-121 and 514B-123 governing condominium association meetings and voting procedures.
