Expands Hawaii's "move over" law to require drivers approaching any stationary vehicle displaying hazard lights, road flares, traffic cones, or other warning signals to slow down and change lanes if safe to do so, not just emergency vehicles.

Prohibits pickup truck passengers from riding in the truck bed on roadways with speed limits of 46 mph or higher, or on roads with three or more lanes traveling in the same direction.

Raises the minimum age for passengers to ride in a pickup truck bed from 12 years old to 18 years old.

Exempts agricultural/farm worker transport, law enforcement, fire, emergency medical services, and military vehicles from the pickup truck passenger restrictions.

Takes effect July 1, 3000 (placeholder date).
