Extends Hawaii's zero emissions clean economy target deadline from 2045 to 2050 for achieving net-negative greenhouse gas emissions statewide

Maintains the interim goal requiring at least 50% reduction in greenhouse gas emissions below 2005 levels by 2030

Exempts the Department of Transportation and all transportation systems and services from the zero emissions clean economy requirements

Requires the Hawaii Climate Change Mitigation and Adaptation Commission to work toward achieving statewide carbon sequestration goals

Mandates that state agency plans, decisions, and strategies consider their impact on meeting climate targets after January 1, 2020
