Authorizes rodeos and rodeo activities on lands owned, managed, or leased by the Department of Agriculture and Biosecurity, the Department of Land and Natural Resources, and lands within the agricultural district that are zoned for agricultural or pastoral use, including lands with class A or B soils.

Defines "rodeo or rodeo activities" to include livestock-handling and horsemanship events such as team roping, bull riding, barrel racing, steer wrestling, and related competitions reflecting Hawaiian paniolo (cowboy) traditions.

Amends the definition of "agricultural activities" in Hawaii Revised Statutes to include conducting rodeos on land zoned for agricultural or pastoral use.

Adds rodeos and rodeo activities to the list of permitted uses within agricultural districts, alongside other open area recreational uses like parks, picnic grounds, and riding stables.

Honors Hawaii's ranching and paniolo heritage, noting that Hawaiian cowboys predated the American West cowboy culture and won the 1908 World Championship steer-roping contest at Cheyenne Frontier Days.
