Establishes a Local Agriculture Transportation Cost Reimbursement Program within the Department of Agriculture and Biosecurity to offset transportation expenses for Hawaii's agricultural producers, addressing the 39% of farmers and ranchers who cite shipping costs as a barrier to expansion.

Eligible participants include livestock owners, agricultural commodity producers, cooperative aggregators, food hubs, and start-up/small-scale farmers who can demonstrate commercial intent and meet gross receipt thresholds.

Individual producers may receive up to $25,000 or 50% of eligible transportation costs per fiscal year (whichever is less), while cooperative aggregators and food hubs may receive up to $50,000 or 50% of costs.

Requires the Department of Agriculture and Biosecurity to submit annual reports to the legislature detailing total producers reimbursed, funds disbursed, and program improvement recommendations.

Appropriates funds for FY 2026-2027 to implement the program and establish one full-time equivalent position to administer it, with an effective date of July 1, 3000.
