Political parties continuously listed on Hawaii's general election ballot for eight or more consecutive years would be deemed permanently qualified for ballot placement without further petition requirements

The chief election officer would certify eligibility for continuous qualification based on historical ballot records

Continuously qualified parties would lose their status only if they dissolve, voluntarily withdraw, fail to comply with organizational/reporting requirements, or fail to field candidates for two consecutive general elections

Current law requires parties to repeatedly petition for ballot access or maintain specific vote thresholds (such as 10% of votes for statewide offices or 4% of state legislative votes)

Effective date is set for July 1, 3000, with provisions allowing parties to qualify based on previous general election ballot appearances
