Establishes a Cesspool Conversion Implementation Working Group to assist the Department of Health in reviewing administrative rules and practices for cesspools and wastewater systems to make conversions more affordable without compromising water quality.

The working group includes 19 members representing state agencies, legislators, licensed wastewater engineers and contractors from each major island, county officials, university researchers, and nonprofit representatives.

Appropriates unspecified general fund amounts for fiscal year 2026-2027 to create two permanent Department of Health positions (program specialist V and engineer V) focused on cesspool upgrades.

Appropriates additional unspecified funds to hire a consultant to assist the working group in advising on rule changes.

Requires the Department of Health to submit findings and recommendations to the legislature by 20 days before the 2028 regular session, with the working group dissolving on June 30, 2028.
