Prohibits Hawaii counties from imposing minimum lot sizes greater than 1,200 square feet, lot widths over 30 feet, or lot depths over 40 feet for residential parcels in urban districts

Limits county authority to require setbacks greater than 10 feet front/5 feet back/5 feet side, more than one parking space per unit, covered parking, or more than 30% open space

Exempts lands in special management areas, special flood hazard areas, tsunami evacuation zones, shoreline areas, and other county-designated hazard zones from these restrictions

Allows neighborhoods to petition counties to retain stricter zoning requirements if 75% of parcel owners within the area sign and the petition undergoes public hearing

Preserves county authority over wastewater, water, stormwater, fire safety, and wildfire mitigation requirements, and effective date is set for July 1, 3000
