Amends Hawaii's cruelty to animals in the first degree statute (Section 711-1108.5) to add a new exemption for predator control and trapping activities conducted to protect property or native biodiversity.

Current law makes it a class C felony to intentionally torture, mutilate, poison, or kill pet animals or equine animals, with existing exemptions for veterinary practices, scientific research, and humane euthanasia.

The new exemption would allow predator control and trapping methods that might otherwise constitute animal cruelty when performed for property protection or conservation of native species.

Conviction for cruelty to animals in the first degree carries a prohibition on possessing or owning any pet animal or equine animal for a minimum of five years.
