Mandates that transit-supportive densities must be allowed in any county-designated transit-oriented development area throughout Hawaii.

Prohibits counties from enacting any ordinance, rule, regulation, development standard, zoning provision, or other land use control that restricts transit-supportive density development in these areas.

Preempts and voids any existing county regulations that conflict with this requirement, rendering them of no force or effect to the extent of the inconsistency.

Definitions for "county-designated transit-oriented development area" and "transit-supportive density" reference existing state statutes (sections 226-63(d) and 206E-246(i)).

Effective date set for July 1, 3000 (placeholder date indicating legislative intent to negotiate actual implementation timing).
