Requires the Department of Human Services to amend the Hawaii Medicaid State Plan or request federal approval by September 1, 2026 to include coverage for naturopathic medicine under chapter 455.

Allows Medicaid patients to select a licensed naturopathic physician as their primary care provider.

Mandates reimbursement for naturopathic medical services at rates comparable to those for conventional medicine under chapter 453, covering evaluation, diagnosis, treatment, preventive care, and ongoing health management.

Requires additional conforming amendments to eligibility, provider participation, and reimbursement provisions as needed.
