Directs the Hawaii Department of Human Services to request federal waivers from the USDA to prohibit purchasing sugary drinks and candy with Supplemental Nutrition Assistance Program (SNAP) benefits

Defines "sugary drinks" as non-alcoholic beverages with more than 10 grams of sugar per serving, excluding milk products, milk substitutes, and beverages that are more than 50% vegetable or fruit juice

Defines "candy" as confectionery products primarily composed of sugar, sweeteners, or chocolate

Requires the department to resubmit waiver requests annually if denied, until approval is obtained

Mandates annual reports to the legislature at least 20 days before each regular session on waiver status, list of ineligible foods, and implementation impacts
