Replaces the Adjutant General with the Administrator of the Hawaii Emergency Management Agency (HI-EMA) as a nonvoting ex-officio member on the Hawaii Emergency Medical Services Advisory Committee

Maintains the advisory committee's 20-member structure, including three nonvoting ex-officio members and seventeen governor-appointed members representing all Hawaii counties

Retains committee composition requirements including five physicians experienced in emergency medical services, four health care consumers, four allied health professionals, and four emergency medical technicians (one from each county)

Effective date set for July 1, 3000 (placeholder date indicating future implementation timing to be determined)
