Exempts food and groceries purchased for home consumption from Hawaii's general excise tax, effective January 1, 2028.

Excludes prepared foods, restaurant meals, alcoholic beverages, tobacco, soft drinks, and vending machine items from the exemption.

Expands the 2024 general excise tax exemption for Medicare, Medicaid, and TRICARE medical services to cover all medical and dental services regardless of payer.

Provides special exemptions for meals served to seniors 60+, disabled individuals, battered women in shelters, and homeless populations through nonprofit organizations.

Estimated to save a Hawaii family of four on the Thrifty Food Plan approximately $687 per year on grocery taxes and provide $222 million in healthcare-related tax relief statewide.
