Requires at least one voter service center per county council district, with each district having one center open for in-person voting on election day

Prohibits the Office of Elections, chief elections officer, and county officials from adopting or enforcing ranked-choice voting systems for any office

Repeals Section 11-100, which established ranked-choice voting procedures for federal elections not held on regular election dates and special county council elections

Mandates public posting within 7 days of certification of ballot images, cast vote records, and detailed election reconciliation reports including statistics on ballots issued, received, counted, and rejected

Expands mandatory recount threshold from 100 votes to 250 votes or 1% of total votes cast, and requires recounts to use a different methodology than the original count, including manual hand counts if equipment was used initially
