Requires all spearguns and pole spears sold, leased, rented, or commercially distributed in Hawaii to display a permanent safety warning about hypoxia and shallow-water blackout risks beginning July 1, 2027.

Mandates specific warning language stating: "DANGER: SPEARFISHING INVOLVES BREATH-HOLD DIVING. PROLONGED SUBMERSION OR IMPROPER BREATHING MAY CAUSE HYPOXIA, LOSS OF CONSCIOUSNESS, OR DEATH. NEVER DIVE ALONE."

Warning labels must be permanently affixed, conspicuous, legible, and in English plus additional languages determined appropriate by the Department of Health based on demographic and visitor data.

Exempts traditional, handcrafted, or homemade fishing implements not commercially distributed, as well as private non-commercial transfers of spearfishing equipment.

Directs the Department of Health to adopt rules on warning size, format, placement, and retailer educational materials, with non-compliance subject to enforcement actions.
