Hawaii's public school buildings average 60 years old, with approximately 594 buildings operating beyond their expected life, representing an estimated $10.5 billion in state assets.

Requires the Authority to classify and prioritize school facilities projects by category: critical infrastructure (fire alarms, electrical, plumbing, roofing, air conditioning), capacity needs, functional adequacy enhancements, and federal/state compliance.

Mandates an annual report by August 15 to the legislature, governor, board of education, and superintendent with prioritized project lists organized by legislative district and complex area, with data made publicly available online.

Appropriates unspecified amounts from general revenues to the school facilities special fund for fiscal year 2026-2027 to implement the initiative.
