Establishes a pilot program requiring the School Facilities Authority to develop three new public schools in different geographic areas through public-private partnerships, including long-term leases, leasebacks, acquisitions, or sales of land and assets.

Expands the School Facilities Authority's powers to include public charter school facilities, projects on privately-owned land, and the design, financing, and maintenance of school projects through public-private partnerships.

Requires proposals to be evaluated based on cost savings, community need for school capacity, projected enrollment growth, design quality, delivery speed, and land availability.

Mandates an interim report to the legislature by 2027 detailing applicants, awarded proposals, and requested state funding, with a final report due by 2028 recommending whether to continue, expand, or terminate the program.

Appropriates unspecified general revenue funds for fiscal year 2026-2027 to administer the pilot program, which is set to expire on June 30, 2028.
