Proposes amending Article I of the Hawaii State Constitution to add a new section establishing access to cost-effective, clinically appropriate, and affordable health care as a fundamental right for all state residents

Places an obligation on the State to ensure health care access, but explicitly balances this against the public interest in funding public schools and other essential public services

Restricts any legal remedy to enforce the health care right from interfering with the balance between health care funding and other essential public services

Requires the constitutional amendment question to appear on a statewide ballot for voter approval, in compliance with Article XVII, Section 3 of the Hawaii Constitution
