Establishes the Health Care for All Hawaii Board, a 20-member body within the Department of Health, to design and recommend a universal single-payer health care financing system for all state residents.

Requires the board to include 13 governor-appointed members with health policy expertise, 4 legislative members (advisory only), and ex officio members from the departments of health and commerce and consumer affairs.

Mandates creation of a consumer advisory committee representing diverse perspectives including Medicare, Medicaid, TRICARE, VA, employer-sponsored insurance, and uninsured individuals.

Directs the board to develop cost estimates, investigate other states' universal coverage attempts, and engage in a public input process that includes rural, underserved, and health-disparate communities.

Requires recommendations to cover governance structure, federal funding preservation, fiduciary requirements including a dedicated trust fund, provider reimbursement methods, long-term care services, and transition planning.
