Expands county authority for experimental and demonstration projects to include commercial projects in addition to housing projects, allowing exemptions from planning, zoning, and construction regulations for both types

Requires mayors to hold public hearings and obtain council approval before designating land for these experimental housing or commercial projects

Exempts county boards of water supply safety standards, tariffs, rates, and fees from the regulatory exemptions granted to these projects

Maintains prevailing wage requirements (Chapter 104) for experimental housing or commercial projects unless costs are under $500,000 and the developer is a private nonprofit corporation

Takes effect July 1, 3000, with a sunset date to be specified; the effective date indicates this is a placeholder bill requiring further legislative action
