Establishes a joint House-Senate Long-Term Care Financing Advisory Commission to examine public and private financing options for long-term care services and supports in Hawaii.

Commission membership includes legislators, state agency directors (health, human services, taxation, insurance), economists, public members with long-term care expertise, a consumer advocate, and a direct care worker representative.

Requires the commission to contract through the state auditor for actuarial assessment, policy analysis, and public education consultants to conduct 75-year feasibility studies of alternative financing mechanisms.

Consultants must evaluate mandatory vs. voluntary participation, benefit structures, revenue options (payroll or income-based), vesting requirements, home- and community-based care reforms, and workforce shortage solutions.

Commission must submit preliminary report by December 31, 2026, interim report by December 31, 2027, and final report with proposed legislation by December 31, 2028; commission sunsets June 30, 2029.
