Expands the Condominium Education Trust Fund to include education and resources for unit owners on association operations, reserve requirements, financial obligations, and governance rights.

Requires the Real Estate Commission to adopt rules ensuring unit owners are recognized and included as stakeholders in all educational programs, advisory committees, task forces, and policy development activities funded by the trust fund.

Mandates the commission adopt written criteria defining "stakeholder" that specifically includes condominium unit owners whose interests must be considered in commission programs.

Requires unit owner representation on any advisory committee, stakeholder group, or task force convened for condominium law review, policy development, education program design, rulemaking, or dispute resolution evaluation.

Affects more than 200,000 Hawaii condominium unit owners who bear financial consequences of governance decisions including special assessments and maintenance fee increases.
