Requires the Department of Business, Economic Development, and Tourism to establish royalty payments to the State for filming scenic shots of iconic Hawaiian locations used in media productions

State and county productions are exempt from paying these royalties

Department must adopt administrative rules defining "iconic locations" and "scenic shots" and establishing how royalty amounts and payment duration will be determined

All royalty payments collected will be deposited into the general fund

Takes effect upon approval by the Governor
