Establishes the Educator Student Loan Repayment Program administered by the Department of Education to address Hawaii's public school educator shortage

Provides up to $25,000 in student loan repayment for licensed educators who complete five consecutive years of full-time service in Hawaii public schools

Eligible participants must be full-time licensed teachers, counselors, or librarians employed in public schools with outstanding qualified student loans

Qualified loans include government or commercial loans for undergraduate or postgraduate tuition and expenses leading to educator licensure

Department of Education shall adopt rules establishing application procedures, service verification, fund disbursement, and priority for hard-to-fill positions or schools
