Creates a new chapter requiring property owners to maintain defensible space by clearing flammable vegetation around structures to reduce wildfire ignition risk.

Mandates electric utilities maintain a minimum 10-foot firebreak around poles and towers supporting high-voltage lines, and at least 4-foot clearance between vegetation and overhead power lines.

Requires vegetation management work near power lines be performed by qualified line clearance tree trimmers, journeyman linemen, or utility arborists, with workers paid at least the prevailing wage rate for second-step apprentice linemen.

Establishes penalties of up to $10,000 per violation for non-compliance, plus liability for wildfire damages, and creates a private cause of action for affected parties after repeated violations.

Designates the Department of Land and Natural Resources to adopt rules, enforce compliance, and seek federal grants and other funding to support the statewide vegetation management program.
