Extends the maximum employment period for unlicensed teachers hired on an emergency basis from three years to five years for both the Department of Education and charter schools.

Unlicensed emergency hires must demonstrate active pursuit of teaching licensure in each year of employment while working toward full credentials.

Emergency hiring of unlicensed individuals is only permitted when no properly licensed teachers are available for specific teaching assignments.

The Hawaii Teacher Standards Board may grant extensions beyond five years during declared states of emergency to allow completion of licensing requirements.

Schools must report emergency hire information to the board monthly, including names, work sites, teaching assignments, and progress toward licensure.
