Establishes three classes of electric bicycles: Class 1 (pedal-assist up to 20 mph), Class 2 (throttle-powered up to 20 mph), and Class 3 (pedal-assist up to 28 mph with speedometer required)

Defines "electric bicycle" as having fully operable pedals and a motor of no more than 750 watts, and creates a new category of "high-speed electric device" for two-wheeled devices exceeding these limits

Prohibits anyone under age 15 from operating a Class 3 electric bicycle

Requires Class 3 operators age 16 and older to either possess a valid driver's license/permit or complete a motorcycle instruction permit application and pass the general driver knowledge exam

Applies operator requirements only to counties with populations of 500,000 or more (currently only Honolulu County), with an effective date of July 1, 3000
