Establishes the Banyan Drive Community Development District on the Waiakea peninsula in East Hawaii, encompassing the area bounded by Wailoa River, Kamehameha Avenue, Kalanianaole Street, Banyan Way, Reeds Bay, and including Moku Ola (Coconut Island).

Creates the Banyan Drive Redevelopment Agency as an entity under the Hawaii Community Development Authority, headed by a chairperson appointed by the authority to implement revitalization efforts.

Establishes the Banyan Drive Community Development District Special Fund to receive revenues, grants, donations, and legislative appropriations for district administration and operations.

Requires development to promote cultural activities, preserve Hawaiian archaeological and historic sites, consider climate change impacts and sea level rise, and coordinate with existing state and county policies.

Adds two district representatives (one Waiakea resident and one Hilo small business owner or nonprofit officer) and the agency chairperson to the Hawaii Community Development Authority board for matters affecting this district.
