Prohibits the Department of Health from licensing adult residential care homes, expanded adult residential care homes, or developmental disabilities domiciliary homes that are financed, managed, supervised, directed, or owned in whole or in part by individuals convicted of gambling offenses under Hawaii Revised Statutes Chapter 712, Part III

Amends Section 321-15.6 (adult residential care homes), Section 321-15.62 (expanded adult residential care homes), and Section 321-15.9 (developmental disabilities domiciliary homes) to add the gambling conviction prohibition to each licensing framework

Applies to all categories of care homes including Type I homes (five or fewer residents) and Type II homes (six or more residents) serving populations such as the mentally ill, elders, persons with disabilities, and developmentally disabled individuals

Takes effect upon approval by the Governor
