Permits killing of feral chickens (defined as chickens living in a wild and unconfined state) by any legal method, including trapping, under the same statute that allows mongoose killing.

Excludes feral chickens from the legal definition of "wild birds" in Hawaii Revised Statutes, removing protections afforded to wild bird species.

Exempts the killing of feral chickens from animal cruelty charges under section 711-1109, which prohibits killing animals "without need."

Explicitly prohibits using this law to permit animal fighting, cockfighting, torture, starvation, immolation, or beating of feral chickens.

Takes effect upon approval with no sunset date.
