Creates optional documentation of fetal death for miscarriages under 20 weeks upon request of the birthing parent, issued by the attending physician, physician assistant, or nurse

Addresses data gaps for Native Hawaiian and Pacific Islander communities, which have among the highest fetal death rates in the United States according to National Vital Statistics System data

Separates fetal death reporting requirements from general death reporting requirements to reduce ambiguity and align Hawaii with CDC recommendations and majority of other states
